How ccan I start my xp computer in safe mode

I cannot log on my computer because when turned on It shows a screen and ask's for the Administrator password.
I have never had a password. The hint reads, "explore"
How can I get to safe mode and the control panel?
Can I get to it through one of the F keys at the top of the key board? I read a lot of hints and answers to others questions but still cannot get from Safe mode to control panel. Please help.
