Forgot password to Gmail account and Recovery Gmail Account

I have my 2 step setup and the recovery email I'm also locked out of. It sends the 6 digit code to the recovery email. I select other option. It asks me when I created the email it then asks for another email address. I use that and it sends me a code but when I enter that code it says Google cannot verify my identity. Please help. If I can get into one I will be able to get into the other. I'm screwed without all my business contacts attached to these very old Gmail accounts. Not to mention my documents on my drive.

I understand you are not affiliated with Gmail. I appreciate you responding so quickly.

It is not to unlock my phone. It is to her into my accounts which have all my numbers stored to when I saved my contacts I chose to save them through Gmail. I also need my drive documents that are saved too.
