What are you trying to plug in?
have you tried plugging into another usb port?
have you tried rebooting the PC and trying again?
this is an irritating problem with XP, it's one of those annoyances that hit's you for no apparent reason.
try uninstalling the software for that item. reboot pc and reinstall the saftware again. then plug item back in pc.
