Can't open anything on my PC after restarting

Hello,
Recently my brother restarted my pc which is running on windows 10. But after that I can't open anything except the things in my hard disk..but not even all of them it shows no app to open...and it's working very slow..I mean dead slow...
One more thing I can't open any desktop applications like command promt., And not able to access my control panel..it shows " can't open desktop apps "
Please help me to recover my pc..!!!


System Configuration: Android / Chrome 64.0.3282.137

It's possible you have a severe virus problem. I suggest you use your recovery device to restore the computer. I assume you followed instructions and made a recovery flash drive when the computer was new.
