Task Manager

Hello,
I got a problem with my task manager. When I press Alt, Ctrl, Delete, I got message show that " Your Task Manager has been disable by your administrator. "
How I gonna to fix it?
By the way, I can't Run the Registry Edit on my window Run.

Please get logging in as Administrator instead of a User account.
