Cant log in my account for Windows XPClosed

Question

Hello, 


can anyone help me out with this problem 

all my windows desktop icons and task bar wont appear when i log in, just the background picture... 
when i press Alt+Ctrl+Del a message pops up saying that task manager has been disabled by you administrator.... 
Alt+F4 doesnt do anything either... 
my account has all administrator priviledges

is this some kind of virus?
need help ASAP
