Task bar at bottom GONE???

Hello, I am using windows vista on a toshiba laptop and for some reason when I open anything such as a webpage or program it covers the task bar at the bottom. So I can not flick between webpages or adjust volume without minimizing any page i'm on.

Any Help PLEASE!!!

Right click the taskbar and go to properties,
untick "auto-hide taskbar" and apply settings.
