how do i enable a program to run on my pc

Thats a very abiguous statement. What do you mean. If they are windows compatible you just click on them, if you get a folder you look for the setup or the exe file. If they arent compatible you cant, unless you start getting into emulation but you really have to provide more information about what exactly you want to do.

i downloaded a program its on my pc but its not running, the last time this happened i went through my programs and enabled it, but for the life of me i cant remember how i did it

I think that you go into security center to enable programs

no thats not it, i click on start i typed something in the search box do ask me what because i dont remember, it then showed me all the programs with the ability to enable or disable the program, when i clicked enable the program ran fine

I suppose i should ask are you running vista or xp?? Have you tried right clicking the program in the folder, going to propertys then advanced
