Dell inspiron 3520

My laptop will only go to the log on screen and allows me to put a password in and it says welcome and looks like it's going to load my desktop but instead it's just a black screen with a cursor. The fan is running and the lights are on but it won't allow me to do anything. I can do ctrl alt del and get to switch users or shut down or go to task manager but nothing else
