PC will not boot up

My Dell Inspirion desktop, about 8 yrs old, will not start up. The lights come on, the fans spin, is short bursts. I get maybe 3-4 short spins of one fan, then the other fan spins for a brief moment. The screen is dark.
I'm thinking it's the hard drive.
Any thoughts would be appreciated.

I think it's either the motherboard or the power supply.
