Beep sound and blinking problem

After shutting down and start of my computer (lenovo) window 7 a continuous beep sound comes from CPU till it get started. after a successful startup of my computer some icon are automatically selected and blinking continuously on task bar. but left top of desktop icon are selected with dotted line and blinking that blinking line continuously. when i try to open icon from task bar, it cannot be open or run. but when i open goggle chrome from task bar, it can open but the word that are shown in the search button of google chrome and cursor are blinking continuously. i guess problem arises after formating of my computer. i am tired for trying but could not solved. so can anyone help me to solve this problem?
