Im sorry you are having issues - I just tried this myself and had the same French installer.
I will report this to our team and try to get this sorted for future downloaders, but in the meantime, you might try downloading it directly from Microsoft. If you go to the following site you will be given instructions on how to proceed from there.
http://office.com/backup
You will need to select the version of publisher you want and will need your product key to start the download.
Please let me know how you get on.
