Probably there is a wrong formula.
Try to do:
Suppose you want format A1:A10
Select A1:A10
1st RULE
--> Using formula --> =A1="N"
Choose desired format. Example: Fill GREEN
2nd RULE
--> Using formula --> =A1="NA"
Choose desired format. Example: Fill RED
