Developing file transfer application?

Hello,
i want to do my miniproject on file transfer application over a network. but i still have no idea how to do it and even i don't still select the convinent programming language. i only read some concepts about file transfer Protocol. if any one who knows it can help , please write me your responses soon. thank you in advance for your sincere help.
