I am having issues signing into my Yahoo account I got a new phone with new number and when I go to access it it wants to send a verification code to my old number that I don't ha e access to what do I do

Unfortunately, if, when you created the account, you have not registered a phone number to which you have access to receive a reset code, you cannot prove that you are the account's legitimate owner. Hence account recovery is absolutely impossible and there is no way around it.
