how can i recover my yahoo account? i have my password and ID but yahoo is asking for security questions i forgot and i don't have alternate email or phone?

Gee that's too bad.

After 12 months of inactivity Yahoo accounts are deleted from the server.

P.S. Yahoo has done away with secret questions, they may ask for them but they don't work.

You can't reactivate what no longer exist, your account was destroyed.
