Very loud fan, difficulty booting windows

Computer froze with chrome open. I tried rebooting, fans sounded extremely loud, and wouldnt boot windows. I would try resetting a few more times, sometimes fans still super loud, sometimes normal, then shuts off for a second, anr kicks back on, and windows boots. Got back on and had chrome freeze again. Same issue when restarting pc with the loud fans.

Im thinking psu? Any advice to check things without going out and right out buying parts first.

Also while the fans are the most noticeable concern, ill mention ive never had my pc lock and freeze like that without a bluescreen. And twice at that.
