In most case, before trying a code, one must wait 24 hours, if you still don't succeed, then the waiting period is 96 hours.

You did reset it before with a new phone? Facebook has increased its security. They should also improve the quality of their automated error messages they send because entering to many codes, as you noticed is wrong. The message you should have received is that they blocked your account for security precautions and tell you to try again later. Although you might have the same phone number, Facebook does not readily recognize your new phone.
How do know all of this ? Many years of experience on this forum troubleshooting problems for Facebook, free. Their automated system is quite complicated and help is poor. I don't even have a Facebook account, as an increasing number of people call it now: "Facepuke".
