Computer wont start

Hello,

I went to start up my computer today and noticed one of my family members had let it die ( didn't plug it in; its a laptop), i went to start it and it went through the Dell loading sign then came up with the message " Time-Of-Day clock stopped" theres a flashing underscore as if i'm supposed to type in the new time but the computers unresponsive, ive removed the battery, button mashed, and restarted.
