computer wont start Closed

Hello,

I went to start up my computer today and noticed one of my family members had let it die ( didn't plug it in; its a laptop), i went to start it and it went through the Dell loading sign then came up with the message " Time-Of-Day clock stopped" theres a flashing underscore as if i'm supposed to type in the new time but the computers unresponsive, ive removed the battery, button mashed, and restarted. Thank you in advance.

Hye,

Just press F8 when the laptop starts,
Select safe mode then press Enter
When you are on Windows safe mode you will be prompted to do a system restore
Select a date when your pc was working fine!
Let the process to be done

Restart your pc normally!

hye, 

i pressed f8 but it didnt do anything, it seems completly unresponsive to anything
