Hi,
Your sister will be able to reset her password only if she has access to one of her contact info. If the primary email is no longer available, she can use her alternate email or phone number that are registered with the account.
Unfortunately, if she doesn't have access to another contact method in order to reset the password, account recovery will be impossible.
