I search a freeware that would translate foreign language without tapping it i.e

hi , i like to look at google map on my desktop but sometimes there is foreigh language and i would like to have a way to easily figure out what it means. like maybe by putting the arrow mouse over the foreing txt in the image and have a translation exemple here https://imgur.com/qaMq5Vj
