I should have said blocked or deleted contacts in the trash throughout.

To unblock blocked contacts, go to Gmail Settings > More settings > Filters and Blocked Addresses.
For contacts that have been deleted from your Trash in Google Contacts, unfortunately they cannot be recovered, because they have been permanently deleted from the server.
The only way to retrieve your deleted contacts is to try finding your old emails sent or received from those addresses in Gmail.
