Hi,
Without having access to your Instagram account, it will be impossible to delete your account. As you have trouble resetting the password, here are different methods to recover an Instagram account.
If you still can't recover your account, and if it contains your real identity with your personal info, then I suggest that you report it so that it will be blocked.

You can click to Forgot password, then system will send you a email to instruct you log in to your account. After logging in, you can delete your account
