Hi,
Go to their profile page - if you can't find it, search their profile using the search bar or Google. At the top right, select the 3 dots and choose Block.
If you can see the posts of their profile, then that person didn't block you.

To determine if their account still exists, and is not only hidden for you, try with a different Instagram account. If you don't have another account, you can create a new one or ask someone you know to see if they can access the profile page.
If you continue to see the previous message, it is possible that the account is no longer available for everyone - that person may have deleted or deactivated it.
