You can publish TikTok on your site and write reviews about the app. This is not illegal, as long as you offer the original app for download without any alteration of your part.
If you choose to distribute modified versions, you'll break TikTok's copyright. However, with open source apps, it is legal to modify and redistribute them, but you must always review the app's license before creating modified apps.
