how do i send ringtones threw my laptop using bluetooth to my phone

Hello Sir,

You should have an inbuilt Bluetooth device in your laptop or a USB bluetooth adapter,

Then just right click on the Ringtone, click on Send to, 

Select bluetooth device, then a window will appear which will look for a bluetooth device in range,

When it detects your phone just select the phone and it will be sent to your phone

Do not forget to accept the transfer on your phone
