INTEL cpu fan 80 degress off

Hey guys, I have issue about my cpu fan.
There is only one fan in my laptop "advent 8315", which is attached to CPU.
My computer started restarting it self regularly after I've got Windows xp in it.
Before I used Windows 7. There was an option, Max CPU state and Fan control with two options. Passive and Active. I used these options to lower my cpu state/temperature and it worked fine, but there is no such options in windows xp as I see. So it keeps on restarting or just stucks. I can feel that my cpu/ram/Wireless device are pretty hot.. I have downloaded SpeedFan just to see temperatures. And I see, when it reaches 80, it restarts it self, but cpu fan is still off. It works for 5 sec when I turn on my computer. But then no reactions.

Is there anything what I could do about it?
Is that software or hardware issue?

By the way, my processor is intel, so it can handle high temperatures. But not high enough I see.

Edit: I have cleaned dust, etc.. from my fan and around it. but it didn't helped.

I just noticed, that my cpu fan starts working after my pc get's stuck(when it reaches ~80 degrees).
If you need any information about my hardware/software, just let me know.
