Bluetooth not detecting after a Format

Hello,
I have a dell inspiron 1420 laptop
i formatted it a while back, after which the system is not detecting the blootooth device.
i have tried installing the driver from the CD but for that too i need to switch on the bloototh by pressing Fn+F2.
The device is shown to be on in the startup BIOS and yet the light for bluetooth isnt switching on.
What can be the reason for this and the solution??????????
