have you tried booting into safe mode and changing it there

You can't change it or you don't know how to change it.
Right click on an empty area of the desktop.
select "Properties"
select "Settings"
locate the "Screen resolution" slider and click and drag it to the right.
as Sharpman said - this can also be done in "Safe Mode"
