what you are refering to is call net to phone communication, there are some programs that offers these services a famous one is skype, it offers quite cheap rate for international phone calls

I use this company. all you need is a phone adaptor that is provided by them and you then use your internet to make calls - i'm in the uk. i can make unlimited calles to uk landlines. cheaper rates to mobiles for a small monthly fee. have a look at there website it is a hive of information.
