How to control speed other computer?

Hello,

I have broad band connection.i connted the 4 pc through hub....i want control net speed through 1 pc but the condition is that when I connect my pc then I control the net speed of other pc and when my pc off then other pc use full speed through the broadband....if I make a server to control other pc,s speed...i must on my server to continue speed the other pc..but I dont want it..
is it possible..withour making server I control the net speed of the pc through any software..but condition must apply.plz reply me soon.thanks
