Web Cam and DVD/CD Drive Won't Work

Hello,
I own a Dell Inspiron 1440. I encountered a blue screen (fatal error) so I tried fixing it by reinstalling Windows Vista, it was successful. Then I installed driver softwares, it went ok. But i realized that my web cam wont work with Dell Webcam Manager though I can still use it in Yahoo video chat. Everytime I open the Dell Webcam Manager, it says that there is no drive found. Im sure that I installed the drive properly from the Resource CD. So I tried reinstalling it again, but another problem occured, my DVD/CD drive wont read any cd at all. Even those that are from Dell. No icon of it in My Computer.
What seems to be the problem? What should I do with my webcam and dvd/cd drive?
