Go to the C Drive and go to Documents and Settings\All Users\Application Data\ and look for a rogue folder that has a long or strange folder name possibly with the Security Tools.exe and remove it.
I had this SecurityTool too and it was causing me lots of pain. I tried multiple removal instructions and couldnt get it to work. I had remotetaskforce.com help me and they said there are different varaiations of Security Tools which sometimes makes it hard to remove but now it is gone. It wouldn't let me open any of my programs and all my icons and desktop was gone.
My Aunt's computer has this virus, and informs me that taskmanager has been disabled by administrator (XP on a secure laptop). This is even after renaming it to iexplore, but I suspect that this is standard for this laptop.
Relatedly, it's also installed the Dr. Guard virus and 3 things which insist they're porn sites shortcuts (pornotube, youporn, and nudetube.com) onto the desktop.
I think I found the original install file on a memory stick, which I have since carefully debugged by requesting to view the protected operating system files and hidden files (tools-folder options-view-show hidden files and folders/hide protected operating system files) and then searching for .exe files modified recently. Other scans with sypware doctor on the memory stick (full version on Vista running on my own machine) found two other threats, however, so this may not be the only file.
Files I found and deleted was 'nuuhai.exe' and 'nuuhai.scr', as well as four 'shortcut' files modified at exactly the same time, and deletion of the autorun file. Memory stick now doesn't come up with install this file as the default double-click option when I right-click it, so I think I've gotten a win on those.
Files removed by spyware doctor were:
Net-Worm.SillyFDC
Malware.ChangeUP (x2)
Looks like I'm going to have to go into safemode on the aunt's computer and do a System Restore, however, as Spyware Doctor (free version) won't move, and the whole thing just tried to shut down on me (unsure if that's because of a virus, or if Windows really did just come up with a popup to tell me that some of the system files have been damaged, but either way, it's off now).

My computer was infected with the Security Tool virus on Mar 17, 2010. The virus immediately attacked my anti-virus program, then it disengaged my PC (Dell) Language. Which means the `so-called virus software had full control of my computer. I shut down my computer about 10 minutes after infection and the next night I went through the normal processes for virus removal. The virus would not let me restart in Safe Mode (if you`re lucky enough, restart your computer and then hit F8 and select Safe Mode, then reactivate your anti-virus software to remove the virus), I also tried to do the `msconfig' in Run, no luck. I then tried to restore my hard drive, nothing. Then I tried to download Malware software from the internet, this virus blocks any downloads that are not part of the HOAX (do not be fooled). Finally, my only option was to contact my PC provider. The virus would also not let him remote in to my computer. I spent 6 hours on the phone with him, trouble-shooting, only to find out that the virus was so strong and I would have to wipe out my entire hard drive and reinstall my operating system and drivers. My customer-service Rep stated that my case was the worst he has seen. He was familiar with the virus, but by his statements, I can only guess that this virus gets stronger every day.

not working after all i scanned 2 time i founded somethink they aer in quantine but i cnt delete them from there i used that superantispyware 2 times it found first 79 think then 3 but its still here event when i havegotch these how to delete thinks from quarenty for permanently???
i downloaded superantispyware and rebooted my pc, whiles booting up i clicked F8 and selected safemode. i ran superantispyware (free edition) complete scan (took about 50mins) and after followiing th prompts it was gone.
