Compiter is frozen on startup.

Hello,
My sister's computer is frozen at startup, and says it is configuring windows updates, 3 of 3, and shows 0% but
does not progress at all. This is Windows Vista. Can anyone help?

Please access to your system in safe mode and make a system restore

to have the problem fixed.
