Power safe mode, windows 7

Hello,

my monitor is showing the power safe mode. i am totally lost in what to do because i've tried all other options.
i was switching my pci card when this happened because i waa trying to get the wireless up, but then it just blank out and the screen cam up.
now the mouse nor the keyboard lights up. the mouse's laser is off.

i can't bring the computer up, i've tried unpluging and same thing.

i'm not able to see anything else but the power safe mode note
so i can't go in an change anything.
it's not the monitor because i've tried it on a differnt computer and it works fine

i have a dell inspiron 546MT and the monitor is dell ST2010

i've tried taking the motherboard battery out and repluging the pci card.
i haven't done anyhting to the video card yet afrid i'll kill something but.. let me know if you got somethin
