Whats happening?

hey :)
about a month ago, i went to sign into windows live messenger, as i was signing in it said "you must download windows 9.0 to continue, click yes if you would like to download windows 9.0" so i clicked yes and it came up saying something like " you cannot download windows 9.0 because you already have a older version of msn on your computer, would you like to visit the website?" i clicked yes, but it came up "Cannot find http://wl.dlservice.microsoft.com/download/F/2/B/F2BDDA8A-F285-440B-98CE-BABEE6CA0B0E/en/wlsetup-" so i deleted the windows live messenger that i had on my computer to install the new one, but it still would not let me. I have tried going to the website to download it, but that still doesnt work it says " Cannot find http://wl.dlservice.microsoft.com/download/F/2/B/F2BDDA8A-F285-440B-98CE-BABEE6CA0B0E/en/wlsetup- " again so i dont know what is happening. Can you please help me!
