Acer 5520 turning off and on

Hello, I have an acer aspire 5520. When I press the power button, the green circular light around the power button comes on for about two seconds then shuts off, then instantly comes back on then back off. This will continue untill I take the battery out. At no point in the cycle does the fan come on. Nor does the HD. Any thoughts or suggestions would be greatly appreciated.

take off keyborad. cut the battery legs.. press on for 30 secs. adapter on battery out.. then try to soldering the leg back.. it worked for me

I am having the same problem and Acer wants $199.99 to fix and/or buy a Recovery CD for $19.95 and a new drive and try something. You'd think they could include a Recovery CD with the computer? Anybody know why I can't boot up???
