Install fresh OS onto virussed laptop

Hello, thanks for taking the time to check this out
basically long story short, i got infected with conficker, and my laptop isnt in a working state, upon start up i get a black screen saying an un authorized change has been made etc...

windows 7 is in the mail as we speak, and i am wondering whether loading the cd and booting from safe mode (keep in mind im virussed) will leave me with a fresh new system with no traces of conficker.
