Poker sites and many others

Hello,
My next door neighbour has just been round with his laptop, whilst on the interenet using internet explorer, he keeps getting new windows opening up with sites like poker.com etc etc not so much of a problem just a pain. I'm not sure what has caused it and not sure what to advise to stop it happening. I have cleared out his cookies but that didn't help any suggestions many thanks.
