NEW HARD DRIVE NOW WONT POWER UP

Hello,
I installed a new hard drive in my dell latitude CPi and acts like it is going to power up - screen stays blank and the lights go out. The DVD drive will not even open to try the reinstall..?? help

have you try to do it in ac power? remove battry and then plug in ac and then try to start it. if it also dont start remove the newly hdd you attach and then try if it start then that means there is somthing mistake with that drive .
