Wallpaper only and no icons

Hello,

Iv got another virus that on boot up only leaves me with wallpaper and no icons, right click does not bring any options up and also the task manager ctl-alt-del says its been disabled by the administrator. Tried to start in safe mode but iv got a packard bell and the F8 option shows no reference to safe mode. I can see no way around this, can someone please help me????!
