if you have a dvd of windows vista but is not bootable,simply download VLITE...install it and just follow its instructions...i tried it and its working....

To make bootable dvd from any bootable dvd you have to just prepare a *.nrg or *.iso file using 'virtualcd' software. This file is an image of your bootable dvd. now if u have nero then double click on this image, nero will prompt to burn this image, and burn your bootable disc in the same way as usual.....
