My toshiba laptop is not starting

Hello,
i have a toshiba laptop which is not starting up at all. i tried to run it in safe mode but that also didn't work.
i then entered the setup and restored all defaults still it is not starting. frankly speaking it is continuously restarting and shuting down. what do i do now? Pls hlp.

try this; remove the power lead, remove the battery, hold down the power button for about 10 seconds.
