Hello,
Wow, nasty virus you seem to have.
To remove the virus, please download, run and update Malwarebyte.
You may dowload it to your desktop from this site:
https://ccm.net/downloads/security-and-maintenance/4621-malwarebytes-anti-malware/
Please ensure to request a FULL system scan.
Once your computer is clean and working normally just to be on the safe side
•Turn off system restore and wait 30 seconds,
•Turn it back on and create a new restore point.
This way it gets rid of anything bad that might have gotten saved in a restore point and you have a clean restore point to use in the near future if needed.
Do not turn it off until your computer is clean and working normally because you might need to use it if something goes wrong during the clean-up process.
It is better to go back to an infected restore point if something goes wrong then to not be able to undo changes that were damaging.
Please let us know if this solution worked for you because we like to read about happy endings.
Best regards

Gee, I am sorry I forgot an error that your brother may have committed which may rectify the problem.
When clicking on the picture, he may have got a window that ask with which programme to open it and he picked Paint instead of photo editor... anyhow he may have agreed to open all applications with Paint. Now, to rectify the problem, on the icon of any application you click right and then open with, pic the proper programme.
Sorry about that.

Dear Sir,
The reason why all the programs are opening in a Notepad could be coming from the fact that the specific required programs that are needed to open the files are missing from your system. One solution to have the problem solved will be backing up your database and carrying out a System Restore to a date where you weren't having this particular problem.
Thank you.

Thank you

Dear Sir,
Restoring the sytem can be very easy. Please get to Start> All Programs> Accessories> System Tools and from there select System Restore. You will get through a simple wizard. From the wizard, set a date where the problem was not being experienced. This will solve the problem.
Thanks in advance.

Hi =)
To do a system restore to an earlier date, just go into your control panel... click on system and security.. there should be a link there to allow you to do a system restore to an earlier date. If its only showing 1 or 2 restore points, check the box that shows all restore points and apply that.. then simply restore your system to a date before the problem began occuring.
Hope that helps and fixes your problem.
