Keyboard & mouse dont work after restart

<config>Windows XP
my pc config- DG 31 intel board,1 GB DDR2 RAM,1524 MB virtual memory,1 GB nvidia graphics card,core 2 duo 2.4 GHz.
problem- Whenever I restart my pc,keyboard & mouse dont work.I have to shut down it &
switch on again.I just cant restart the pc.
every power connection is checked.I have format the hard disk but no avail.

Can anyone help?Any suggestion is appreciated.

You might want to update your BIOS. I have found that these types of problems are most often caused by the BIOS. Please, be careful when you do the update. An error in the BIOS update can result in a dead computer. Then you must purchase a new BIOS chip that is correctly formatted for your motherboard.
