Bar along the top of my laptop screen gone!

Please help! My computer was recently taken in for repair to a computer tech at my college. I got it back and it's working fine, but a lot of my things are missing. The buttons that usually line the top of the screen. These buttons include HP games, microsoft word, recycle bin, etc. If anyone knows how to get these back, please help!!

As a side note, I'd also like to be able to use my HP games again, but obviously thats not my biggest concern.
