I can't start "Run"

When i click Start, then Run, this box pops up :

This operation has been cancelled due to restriction in effect on this computer. Please contact the system administrator.

Before, it never happens like this but after i plug in an USB this happens.
Also, i'm using Avast 4.7

Can anyone help?
