Windows will not open EXE files

My computer will not open any EXE files and I cannot get on the internet. I tried to run system restore to factory settings and the computer shuts off as soon as I hit the restore button. This all started when I downloaded a driver for my printer that is too not working. That day my screen went blue and continued to shut down randomly. The same day after everything went crazy, I restored my computer to a specific date and that's when my computer started not letting me open EXE files. I cannot run any virus programs or anything. PLEASE HELP!
