Machine hangs and mouse and keyboard not work

whenever, I start/restart my computer. I get the active desktop recovery screen. It wasn't an proper shutdown and change the background theme or anything, computer was hangs and mouse and keyboard not work properly. please any one help me

Dear Sir,

This is perhaps because the applications that you were using are still running but no matter what there will be a check disk while turning on the PC which will indicate you what's the problem.
