I want to find text from Column B

Example: I want to find the "Title" (Col B - text) of an article with the most reads (Col E - data) from the "Arts" section (Col C - text).
So I want it to search Col E for Arts and in the corresponding rows in column E, get the highest number and return the title from Column B.
